Especially given that former Wayne Law Dean helps ppl in the Thousand Talents Program.

excerpt: "Although I don't know anything about your work, I would like to say that it is better to be cautious than to take unwarranted risks. If you have any relationship with any Chinese government agency, you need to be careful.

You may need to explain that relationship and those relationships may be subject to scrutiny. Even if these relationships have ended or you feel they were merely honorary, it can affect you.

ou are also at risk if you apply to the China Thousand Talents Program or other talent introduction programs but do not join them. If you have participated, or are participating, in the Thousand Talents Program, or any other program that involves the payment of funds to you from China, you will certainly be at similar risk.

Your risk is even more certain if you are or have been a recipient of U.S. federal funding, have held any position in the U.S. government, your work requires a security clearance, or you have been required to file a conflict of interest or interaction with a foreign government reporting form. In this context, "Chinese government" includes any Chinese university, think tank, or state-owned enterprise, while "U.S. government" includes any agency that provides funding, such as the NIH (National Institutes of Health).

Be aware that the Chinese government is much more complex than the U.S. government; you may think you are only working with Chinese academics, but you may also be perceived as working with Chinese government officials.

You should also recognize that if you are contacted to discuss such issues, that is a warning sign. This includes the human resources department of your university or company, or even your colleagues, such as the department chair or research compliance office at your school. This also includes any law enforcement officials and those who provide funding to you.

Even if the person you are contacting is a colleague or friend, treat them the same. Because they must obey the law and follow the orders of their superiors. You may also be investigated without your knowledge. Whenever an investigation is conducted in the name of national security, it is common to keep the person out of the loop.

Legal issues you may encounter Legal cases range from administrative investigations, such as internal investigations, to "civil" cases that may result in termination of your employment or adversely affect your current job and future prospects. Legal cases also include state and federal criminal charges and, in some cases, "civil" disputes.

For example, you may be involved in a dispute with your former employer over the ownership of intellectual property rights to an idea. This, in turn, may lead to litigation over trade secrets or even allegations of industrial espionage.

These circumstances will vary depending on the nature of your work and the demands of your job. The situation encountered by someone receiving NIH funding is different from that of someone trying to renew a security clearance. People who use their unit's laptop while traveling abroad also encounter different circumstances than those who have had contact with Chinese government officials."
