Opening

Carolina runs one operating budget, but federal grants, state appropriations, television contracts, licensing, donations and foreign gifts each arrive under different rules, with different officials responsible for protecting them. When one funding source shrinks, the university decides which programs absorb the loss.

Washington cut one of those funding sources. On September 12, 2025, NIH replaced the traditional foreign subaward with separately identified, linked awards and separate financial reporting. The notice cited failures in financial oversight and national-security concerns.¹ UNC’s direct NIH awards fell from $691.8 million in FY2024 to $636.3 million in FY2025, a drop of $55.5 million, or about eight percent.² By September 16, 2025, the university counted 118 terminated federal grants and roughly $38.4 million lost.³

Ten months later the answer had a number on it. On July 29, 2026, chief financial officer Nate Knuffman wrote that UNC’s savings target had grown from about $70 million toward $90 million. Reinvestment was promised for faculty, laboratories, STEM and artificial intelligence.⁴ A January 2026 trustee resolution had already ordered $25 million in annual administrative cuts. The July committee packet split that into $17.5 million from the ServiceFirst program and $7.5 million from other administrative staffing.^{5, 6} Six pages later, the same packet counted athletics employees earning at least $250,000: 19 in June 2019, and 27 in June 2026.⁶

Carolina

Bill Belichick’s five-year contract was worth $50 million, with the first $30 million guaranteed.⁷ UNC’s 2026-27 budget projects athletics revenue of $175.115 million against $183.537 million in expenses, with $8.803 million in net transfers into the department.⁸ The last complete NCAA report covers FY2025, a year that ended before Belichick himself coached a game. Football took in $63.34 million against $49.15 million in allocated expenses. The department as a whole ran with a budget shortfall of $15.02 million, and the report records $0 moving from athletics to the institution.⁹ Athletics director Bubba Cunningham had already described money moving the other way. In November 2024, more than a year before the federal cuts, he acknowledged that the university transfers money into the department and has postponed or forgiven some of its facility-debt payments.¹⁰

Getting Belichick to Chapel Hill took trustees willing to run ahead of their own athletic department. Then-chair John Preyer pursued him through Michael Lombardi, brought Rams Club members into his interview and treated the remaining search schedule as a threat to the deal.¹¹ Trustee Jennifer Lloyd wanted the same result: “If you can hire Bill Belichick, you hire Bill Belichick.” Cunningham was still running the formal search while both trustees publicly circumvented official press releases, and Chancellor Lee Roberts closed the deal. Asked what would happen if the bet failed, Preyer told WRAL: “If I’m wrong, screw you all. I mean, I tried.”⁷

Preyer acknowledged sending Lombardi compensation figures from Mack Brown’s contract while denying that he negotiated terms.¹¹ On January 16, 2025, UNC System President Peter Hans sent Preyer and Roberts a two-page memo suspending the board’s independent athletics authority. It required his written approval for specified hiring and salary actions, for athletic-director and head-coach contracts, and for any athletics contract worth $29,000 or more. Trustees acting apart from campus administration, he wrote, created legal and financial risk in outside negotiations. He pointed back to an earlier intervention on January 12, 2024.¹² The argument over who could commit Carolina’s money was already a year old when the research cuts began.

Personal interests at odds with UNC Athletics

Both trustees carried research and investment portfolios alongside their football advocacy. Preyer helped establish the NC Collaboratory in 2016. By UNC’s own account it had directed more than $250 million in legislative appropriations into university research, and its 2020 COVID-19 portfolio included $2,773,528 in project budgets led by Ralph Baric.^{13, 14} He helped found the Institute for Risk Management and Insurance Innovation with more than $8 million in corporate support, and helped replace 18 separate university budgets with one.^{13, 15} Lloyd came out of healthcare investment banking at Goldman Sachs. She cofounded the medical-technology advisory firm Asante Partners and was a senior vice president at Varian Medical Systems.¹⁶ At UNC she directs the Foundation Investment Fund and cochaired the $5 billion Campaign for Carolina.¹⁷ Varian appears in UNC Lineberger’s FY2021 report as the sponsor of Andrew Wang’s radiation-guided immunotherapy project, at $152,670 for one year of an August 2020 to August 2022 award.¹⁸ The trustees pushing hardest on football spending sat closest to the research and fundraising accounts that football spending draws against.

In August 2026, trustees tabled Steve Newmark’s proposal for a wholly UNC-owned company to consolidate athletics’ commercial activities, pending a finished operating agreement. The public governance packet lists the discussion, but includes no agreement.^{19, 20}

The station and the school

WRAL’s parent, Capitol Broadcasting Company, helps pay for the school that trains the reporters who cover Carolina. CBC and WRAL supported the Goodmon Studio, the A. J. Fletcher Foundation helped renovate Carroll Hall, and a joint CBC-UNC fellowship places about a dozen student journalists a year.^{21, 22} Capitol Broadcasting became UNC Hussman’s first corporate Hall of Fame inductee in 2024, at an event that raises money for the school.²³ Former WRAL leaders Steve Hammel and David Crabtree sit on Hussman’s Board of Advisers and Foundation Board.²⁴

Hussman runs an international academic business of its own. Its visiting-scholar program takes roughly 20 to 30 participants at $3,000 per semester, traditionally drawn mostly from China and Korea.²⁵ Its 2019-2020 accreditation self-study describes using Fudan University and University of Hong Kong contacts, along with alumni and visiting scholars, to arrange media-course visits involving Lenovo, CCTV and China.org.cn.²⁶ The station’s institutional partner holds its own working relationships inside the international university economy now under federal review.

Controversy was already present

Belichick arrived with a record that made him a story before he coached a down. He and the Patriots drew sideline-videotaping penalties in 2007. “Deflategate” followed in 2015, costing the team $1 million and two draft picks, with Lombardi working as an assistant to that staff in the later period.^{27, 28, 29} The Wells report did not establish participation or knowledge by other Patriots personnel, a limit the Second Circuit noted when it restored Tom Brady’s suspension.^{30, 31}

WRAL’s December 2025 documentary pushed the hire into politics, following the Marco Rubio-Thom Tillis-Phil Berger contact chain and pressing Preyer on trustee intervention.^{32, 33} Since then the station has challenged UNC’s withholding of an earlier investigation report and requested the new lawyers’ agreements and payment records.³⁴

In September 2026 it asked UNC about alleged drug use and sexual relationships inside the football program, sourced from the “independent” investigators hired by UNC itself. Lombardi resigned, and WRAL reported that findings of certain conduct could allow contract terminations without further salary, while dismissals without cause would leave UNC owing guaranteed money.³⁵ A finding can move a multimillion-dollar obligation, which puts the lawyers’ instructions inside the budget.

Counsel of record

UNC identified its Office of University Counsel, led by General Counsel Paul Newton, as leading the Lombardi inquiry. Nate Huff and McNair Nichols conduct it; Wes Camden advises the university.^{36, 37} UNC said public funds would not pay the outside lawyers, without naming the account or the payer. The engagement letter, the written scope and the investigation-specific budget communications have not been made available.³⁶

Huff and Nichols began the work at K&L Gates and carried it to Barnes & Thornburg, which recruited them in 2026 as part of a twelve-lawyer healthcare team.^{38, 39} Huff had already led UNC’s investigation of its School of Civic Life and Leadership, and Nichols took part in it. Camden represented UNC in opposing release of that report, with WRAL among the news organizations seeking it.^{40, 41, 34} Camden’s firm, Williams Mullen, also represents Preyer and Lloyd in their official trustee capacities in Chris Clemens’s lawsuit. A March 9, 2026 filing names Camden, Lauren Fussell and Lewis Hallowell as counsel for the defendants.⁴² The lawyers now examining Carolina’s football program were already inside Carolina’s governance fights.

Huff’s practice also reaches the legislature that appropriates the university’s money. He appeared as Local Civil Rule 83.1 counsel for Phil Berger and Tim Moore in the January 2017 Medicaid-expansion case.⁴³ He defended the 2017-18 Right to Farm Act amendments, which restrict nuisance claims against hog operations. The North Carolina Court of Appeals upheld them on December 21, 2021, in an opinion whose background discusses litigation against Murphy-Brown, a wholly owned Smithfield Foods subsidiary.⁴⁴ He appears as counsel for GOPAC Inc. in a 2025 defamation case.⁴⁵

The three firms’ books of business run well past Chapel Hill. Public filings, court records, firm announcements and patent and trademark databases identify at least 26 corporate client groups and one named Chinese national across them. The ties are China-based, Hong Kong, offshore-holding or Chinese state-owned, and counting two companies held through documented Chinese minority investment brings the total to 28 groups.⁴⁶ K&L Gates disclosed $60,000 in ByteDance lobbying income in each of the first two quarters of 2026.^{47, 48} It advised state-owned COSCO Shipping and Lianyungang Port on a Kazakh dry-port investment under the Belt and Road Initiative. It registered lobbying that documents Riot Games’ ownership chain to Tencent, and handled U.S. securities work for CDT Environmental Technology and Ruanyun Edai Technology.^{49, 50, 51, 52} Barnes & Thornburg says it represents more than 100 Asian-owned companies. Its July 17, 2026 SEC-filed agreement with Ascentage Pharma names it as counsel on specified U.S. intellectual-property matters, in a transaction built on University of Michigan-licensed patents.^{53, 54} Williams Mullen Strategies was retained in 2007 by the Committee of 100, an American nonprofit, for a Washington initiative meant to improve American understanding of China.⁵⁵

One firm can hold a public university’s internal investigation and a book of Chinese corporate business at the same time, and privilege covers both sets of work. FARA’s attorney exemption does not reach every activity a lawyer performs for a foreign principal.⁵⁶ A public university could write its own condition into the engagement: disclosure of relevant clients, compensation and conflicts, with consents and confidentiality built in.

The emulator trail

Williams Mullen represented China Space Sanjiang Group Company, Wuhan Sanjiang Import Export Co. and Aerospace Heavy Industry Limited in their 2015 federal trade-secret action against Liebherr. Firm attorneys George Bowles and William Stauffer appear on the docket.^{57, 58}

In a prior REALDIGS investigation, The Everlasting Hack, it was revealed that Sanjiang Group entered a joint-venture through a company called 3JET with a Michigan company called CC&T Technologies. CC&T’s archived product page describes a Chinese-government laboratory using its configurable Internet emulator to evaluate voice-over-Internet products.^{59, 60, 61} CC&T’s cofounder and chief executive from 1998 to 2001, Lionel Ni, held guest and adjunct appointments including Fudan, along with a visiting chair at Shanghai Jiao Tong.⁶²

That specific technology was the basis of what today we call a VPN, or virtual private network. The Chinese-based commercial intrusion business that grew out of that specific exchange now sits in federal charging documents. DOJ’s March 5, 2025 case describes i-Soon brokering stolen data to buyers including government and military customers.⁶³ In August 2026, DOJ and the FBI seized the QScan and QTRouter platforms operated by QTFY and Nanjing Xinjiuwei.⁶⁴ The joint FBI, NSA and Cyber National Mission Force advisory documents more than 200 proof-of-concept exploits and scanning records spanning nearly a decade. Its targeting chronology includes HHS, NIH and a biotechnology company.⁶⁵ Medical research and Americans’ personal data sit inside the same national-security file.

The companies on the law firms’ rosters are not the charged entities in these cases. But the rosters themselves do open a pathway, protected by attorney-client privilege and the lack of disclosure around foreign legal clients, for American attorneys to legally purchase unknowable amounts, types, and formats of personal data. This kind of insider access changes the game in the world of corporate, financial, and even personal secrets.

Partners abroad

UNC’s Section 117 filings through August 31, 2026 report six gifts or contracts with a China source location, totaling $1,812,116, and three Hong Kong gifts totaling $650,000. That is nine records and $2,462,116 combined, with some contracts running to 2034 or 2044. The names on the other side are blank in the filtered records, and the totals combine reporting years rather than annual receipts.^{66, 67}

The programs behind those numbers are decades old. The China Health and Nutrition Survey began in 1989 and drew major NIH support from 1991 to 2004. Chinese collaborators then fully financed its expansion into three megacities in 2011 and three more provinces in 2015.^{68, 69} A 2018 China Scholarship Council agreement supports up to 35 PharmD and 25 PhD students over five years at the Eshelman School of Pharmacy.⁷⁰ A 2019 exchange with Southern Medical University places up to eight visiting scholars a year on cardiac, imaging and cancer-treatment projects.⁷¹

On August 12, 2026, Chancellor Roberts ended UNC’s Fudan undergraduate study-abroad agreement, following a Defense Department order for research-security audits. He said two unfunded collaborations would wind down after publication: Harbin Institute of Technology with Kenan-Flagler, and Shanghai Jiao Tong with the School of Data Science and Society.⁷²

Fudan is also where the medicine and the money meet. Sunwah Group chairman Jonathan Choi has been a Fudan trustee since 1997, funding life-sciences chairs and journalism, including a hall named for his 2004 donation. On May 29, 2025, Sunwah and the Choi-chaired Hong Kong Yangtze River Delta Entrepreneurs Alliance brought more than 40 health-industry entrepreneurs together with Fudan’s finance and biomedical-engineering schools. They discussed Chinese pharmaceutical companies’ prospects under changing international conditions, and the alliance signed cooperation agreements with both schools.⁷³ Sunwah’s young-leaders network hosted a University of Hong Kong entrepreneurship manager on medical innovation in September 2024.⁷⁴ HKU credits Sunwah Kingsway Capital Holdings with supporting its January 2026 Nobel Heroes Forum.⁷⁵ Fudan and HKU are the two universities Hussman’s self-study names as the contacts it uses to arrange media-course visits.²⁶

Is there need to formally investigate the investigators?

Carolina’s football backers, research institutes, investment funds, outside lawyers and media partners each hold an interest that runs past a coaching contract. Federal restructuring forces the university to choose which commitments survive. An investigation changes what it costs to keep one or end one, which is why the instructions given to the investigators carry as much weight as their findings.

The people deciding which commitments survive are the people who built the programs under federal pressure. Preyer established the NC Collaboratory and the risk institute, and consolidated 18 university budgets into one.^{13, 15} Lloyd directs the Foundation Investment Fund, cochaired the Campaign for Carolina, and came out of the medical-technology business that Chinese capital has been buying into.^{16, 17, 18} Hussman’s international program runs on the Fudan and Hong Kong contacts its own accreditation self-study names.²⁶ The three firms holding UNC’s investigation hold at least 26 Chinese corporate client groups behind the same privilege.⁴⁶

That is the arrangement the investigation sits inside. Its scope, its instructions, its payer and its budget are held by institutions that would carry the loss if federal support shrank, and none of the four has been made public.^{36, 76, 77}

The account that explains the rest will come from someone who helped arrange the hire, reviewed the commitments or watched the investigation’s instructions take shape. It may come from an email written before anyone signed.
