This is a video of NSF and Microsoft's 2010 announcement of a new academic grant program for free Microsoft Azure cloud services in order to integrate research databases for all to use.
Many of the researchers were collaborating with researchers from universities that the FBI has openly designated a risk for intellectual property theft and research being absorbed by the Chinese military through the PRC's Thousand Talents Program.
The Chinese Academy of Sciences - by charter - functions in this same capacity and is the conduit through which many PRC talent programs operate.
Their scholars and collaborators are widely dispersed throughout American academia and have been for decades as well.
Microsoft began planning the same academic cloud plan in Beijing, implemented in 2011, and later went halfsies on a company with the PRC to do the exact same thing around 2016.
Many of the things highlighted in this (sequentially) edited (for time) video are the product of Dr. Lionel Ni's computer science research at Michigan State and in Hong Kong.
I've covered Dr. Ni before - a lot - and the same technologies were implemented by another Michigan company. One product called Pollchief, for example, is (was?) "middleware."
